The National Irrigation Administration (NIA) initiated the "Kadiwa ng Pangulo" program in the Bicol Region, providing rice at a remarkable price of PHP 20.00 per kilogram during its debut on April 25. The NIA disclosed that the event took place at its Albay-Catanduanes Irrigation Management Office (ACIMO) in Ligao City, Albay.

Targeting specific demographics, including members of the Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries, elderlies, and persons with special needs, the program prioritized accessibility for those in need. Meanwhile, regular customers were able to purchase rice at PHP 35.00 per kilogram.

In a statement, the NIA expressed its commitment to giving back to the community by offering rice at a subsidized rate. This initiative was framed as a gesture of gratitude from Irrigators Associations (IAs) to share government blessings with the less privileged.

Beyond rice, the "Kadiwa ng Pangulo" also featured various fruits, vegetables, delicacies, and farm products at affordable prices, aligning with the government's aim to directly connect producers with consumers and alleviate food costs for disadvantaged individuals.

Key figures behind the successful launch include NIA Regional Manager Engr. Gaudencio De Vera, Albay-Catanduanes IMO Manager Engr. Jessie Baynas, and ACIMO IA Federation President Melanio Bañares. Bañares highlighted the fulfillment in sharing the abundant harvest from the previous cropping season, despite challenges posed by the El Niño phenomenon.
