President Marcos Calls For Asean Action Against 'Dangerous Use' Of Maritime Vessels In South China Sea

President Ferdinand R. Marcos Jr. of the Philippines, attending the 43rd ASEAN Summit and Related Summits in Jakarta, Indonesia, has called on the Association of Southeast Asian Nations (ASEAN) to take a collective stand against the "dangerous use" of coast guard and maritime militia vessels in the South China Sea.
President Marcos emphasized the Philippines' sovereign rights and maritime jurisdiction in the region during his intervention at the 18th East Asia Summit held on Thursday September 7, 2023.
The President urged ASEAN member countries and its partners to unite and take joint action in addressing the escalating tensions in the South China Sea, emphasizing the importance of being "guided by ASEAN Centrality and universal multilateralism."
President Marcos addressed a distinguished audience, which included Chinese Premier Li Qiang, Australian Prime Minister Anthony Albanese, and Indian Prime Minister Narendra Modi. Also in attendance were Japan Prime Minister Fumio Kishida, South Korea President Yoon Suk Yeol, US Vice President Kamala Harris, and other global leaders.
During his speech, President Marcos stressed the need for all parties to exercise self-restraint and refrain from unilateral and assertive activities that could lead to increased tensions, misunderstandings, and miscalculations in the South China Sea, in accordance with the Declaration on the Conduct of Parties in the South China Sea (DOC) and international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
The President expressed deep concern over actions that violate international obligations and the DOC, referring to the illegal, unreported, and unregulated fishing practices and the militarization of reclaimed features in the South China Sea. He firmly opposed the "dangerous use of coast guard and maritime militia vessels" in Philippine waters.
President Marcos reiterated the Philippines' commitment to a peaceful resolution of disputes, support for freedom of navigation and overflight, and the maintenance of a rules-based international order in the South China Sea.
Furthermore, the President highlighted the progress made in discussions and a preliminary review of the Single Draft Negotiating Text (SDNT) during recent negotiations on the Code of Conduct in the South China Sea (COC) held in Manila a few weeks ago.
