ACT-CIS, Duterte Youth, PPP, And 4PS Dominate 2025 Party-List Survey; 48 Groups Secure 63 Seats

It’s official—ACT-CIS, Duterte Youth, PPP, and 4PS are leading the pack in the latest 2025 party-list survey, each securing the maximum three seats available. According to Arkipelago Analytics’ “2025 Party-List Preferences: National Voter Sentiment Report” conducted from April 7 to 12, these four are shaping up to be major forces in the next Congress.

Right behind them are strong contenders like Ako Bicol, Tingog, Uswag Ilonggo, 1-Rider, Malasakit@Bayanihan, CIBAC, and SAGIP, which all earned two seats each—proof that regional and issue-based groups are still resonating with voters across the country.

In total, 48 party-lists managed to win seats, collectively taking up 63 spots in the House. That includes a long list of one-seat winners such as FPJ Panday Bayanihan, Kabataan, ACT Teachers, Ang Probinsyano, and Gabriela—many of which have long-established voter bases or strong grassroots presence.

Some familiar names, like Turismo, Anakalusugan, and OFW Partylist, made a strong push but ultimately fell short in the final count. Still, their numbers suggest they’ve got a solid foundation to build on for future runs.

The survey was based on interviews with 670 registered voters from across the Philippines. Using stratified random sampling to match the national demographic profile, the study boasts a margin of error of ±3.79% at a 95% confidence level. In other words, the results are a pretty solid snapshot of what the country is thinking ahead of the 2025 elections.

With this kind of voter support mapped out early, expect campaign strategies to sharpen and rivalries to heat up as the election season draws closer.
