ACT-CIS, Duterte Youth, PPP, And 4ps Lead The Pack In 2025 Party-List Survey

Looks like the party-list race for 2025 is heating up—and four groups are taking an early lead.
According to the latest National Voter Sentiment Report from Arkipelago Analytics, ACT-CIS, Duterte Youth, Probinsya, Probinsya, Pagbabago (PPP), and 4PS are currently topping the charts. The survey, conducted from April 26 to May 1, 2025, suggests that each of these groups could bag the maximum of three congressional seats allowed under the party-list system. That’s a strong signal that they’re resonating well with voters nationwide.
But the story doesn’t end there.
Other party-lists also made solid impressions. Ako Bicol, Tingog, Uswag Ilonggo, 1-Rider, Malasakit@Bayanihan, CIBAC, and SAGIP are on track to win two seats each—showing they’ve got broad support as well. All in all, 63 seats are expected to be distributed among 48 different party-list organizations, which speaks to just how competitive and diverse the current field is.
What about the rest?
A host of other party-lists could each secure one seat, including names like FPJ Panday Bayanihan, APEC, Agimat, BHW, Kabataan, COOP NATCCO, ACT Teachers, Gabriela, Bayan Muna, and United Senior Citizens, among others. It’s a mixed bag, with both long-time players and emerging names making the cut.
Interestingly, some groups came close but didn’t quite make it through the final allocation. Turismo, Anakalusugan, and the OFW Partylist showed promising numbers but fell short of securing a seat. Meanwhile, mid-tier groups like Buhay and Akay Ni Sol put up a good fight, while smaller parties continued to draw niche support from grassroots communities.
The survey had a sample size of 1,400 registered voters from across the country and was conducted using a structured questionnaire. With a ±3% margin of error and a 97% confidence level, the results provide a solid snapshot of where voter sentiments lie as we inch closer to the 2025 elections.
So if you’re keeping tabs on the party-list race, now’s a good time to start paying attention—because the competition is clearly alive and well.
