Big Boost For BCDA: Investments Skyrocket In New Clark City, Camp John Hay

Looks like the Bases Conversion and Development Authority (BCDA) is on a serious winning streak this year. Investments funneled through the agency more than tripled in the first quarter of 2025, soaring to a whopping Php7.72 billion—a massive leap from Php2.49 billion during the same period last year.

That’s a 209.9% surge, and it’s not just about the numbers. According to BCDA President and CEO Joshua Bingcang, this impressive growth reflects a strong and growing trust from the private sector in the long-term potential of the country’s economic zones—particularly New Clark City in Tarlac and Camp John Hay in Baguio City.

“These high-impact investments will surely help spur increased business activity and drive economic growth, providing more employment and livelihood opportunities for the local communities,” Bingcang shared.

So where’s all this money coming from?

Turns out, the lion’s share—Php5.81 billion—came from local investors, while the rest—Php1.91 billion—was brought in by foreign players. Among the top investors is Science Park of the Philippines Inc., which signed a 50-year lease for a 100-hectare industrial park in New Clark City, with a total project cost of Php2.7 billion.

Another game-changer? A Filipino-South Korean consortium made up of Sta. Clara International Corp., Saekyung Realty, and Korea Overseas Infrastructure and Urban Development Corp. They’re pouring Php4.8 billion into building an affordable housing facility in New Clark City, part of which will support the government’s Pambansang Pabahay Para sa Pilipino Program.

Meanwhile, up north in scenic Camp John Hay, four local companies are stepping up to boost the area’s hospitality and food scene. Stern Real Estate and Development Corp. is investing Php178 million to expand the well-loved Le Monet Hotel and Filling Station food court. F&B players Top Taste and Trading Inc., Amare La Cucina, and Prime Collective Corp. are also cooking up something new—collectively pledging Php70 million to open fresh dining spots in the area.

As Bingcang put it, the BCDA is building more than just infrastructure—it’s creating “inclusive, sustainable, and future-ready cities.” And with this kind of momentum, it looks like New Clark City and Camp John Hay are just getting started.
