Contractor Sally Santos Returns P15M to DOJ In Flood Control Probe

Contractor Sally Santos has returned ₱15 million to the Department of Justice (DOJ) on Monday, December 22, as part of her partial restitution linked to the investigation into alleged irregularities in flood control projects in Bulacan.
The DOJ confirmed that the cash was delivered in armored vehicles, highlighting the large amount involved. Santos is the owner of SYMS Construction, one of the firms under scrutiny in the ongoing probe.
According to DOJ spokesperson Atty. Polo Martinez, the amount represents only a portion of the total restitution expected under Santos’ agreement with the government.
“I just received word that the armored vehicles that arrived earlier today carried the amount of more or less ₱15 million as part of the partial restitution by Sally Santos pursuant to the terms of her MOA,” Martinez said.
The DOJ said the restitution is connected to its continuing investigation into alleged anomalies in flood control projects. Authorities also noted that the move could be significant should Santos later agree to cooperate further with the government, including the possibility of becoming a state witness.
Officials clarified that the ₱15 million is only partial, and that additional amounts are expected as the investigation progresses.
