DENR Orders Halt Of Binaliw Landfill Operations After Deadly Incident

The Department of Environment and Natural Resources (DENR) has ordered the immediate suspension of operations at the Binaliw landfill in Cebu City following the deadly incident that occurred earlier this month.

In a statement released on January 12, the DENR expressed its condolences to the families affected and assured the public that a full investigation is now underway to determine what caused the tragedy and who should be held accountable.

After conducting a site inspection on January 9, the Environmental Management Bureau (EMB) Region VII issued a Cease-and-Desist Order against Prime Integrated Waste Solutions, Inc., the company operating the landfill. Under the order, all landfill activities have been stopped, except those related to rescue efforts, retrieval of victims, and cleanup operations.

The company has also been summoned to a Technical Conference, where it will be required to clarify key facts surrounding the incident and submit a compliance plan within 90 days.

DENR officials said they are working closely with concerned local government units (LGUs) to ensure proper waste management practices are followed, as mandated under the Ecological Solid Waste Management Act (RA 9003) and the Local Government Code. This includes responsibilities such as waste collection and disposal, monitoring of facilities, and the submission of a 10-year Solid Waste Management Plan.

The agency added that it is reviewing existing oversight measures with LGUs to strengthen compliance and prevent similar incidents in the future.

The DENR reiterated its commitment to transparency, due process, and cooperation with local governments, communities, and other stakeholders, stressing that public safety and environmental protection remain its top priorities as authorities work toward long-term solutions.
