DOTr To File Criminal Charges Against Bus Conductor For Shocking PWD Passenger

The Department of Transportation (DOTr) has ordered the filing of criminal charges against a bus conductor who was caught on video electrocuting a passenger with a disability. This disturbing act, confirmed through footage circulating online, has sparked public outrage and prompted swift action from the government.

Transportation Secretary Vince Dizon condemned the incident in the strongest terms, stating that the actions of the bus conductor were not only inhumane but also criminal. “Unacceptable ’yan. Kaso ’yan. Criminal case ’yan against the conductor. So we will file that motu proprio,” said Secretary Dizon during a press briefing.
The directive to pursue legal action follows President Ferdinand Marcos Jr.’s recent call for transportation operators to prioritize passenger safety—especially that of vulnerable groups such as Persons with Disabilities (PWDs).

“It is the responsibility of all operators of public utility vehicles to ensure the safety of passengers. Precious Grace Bus Company and its conductor and driver failed in that duty,” Dizon stressed.

According to Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Teofilo Guadiz III, the operator of the bus line, Precious Grace Bus Co., has already been issued a show cause order. They are expected to explain why the abusive behavior occurred under their watch.

“Based on the video, we identified the conductor holding a device capable of delivering electric shock. He used it on the PWD,” Guadiz confirmed.

The conductor will face charges for violating the Common Carrier Act and the Magna Carta for Disabled Persons . In addition to the legal case, the bus driver’s license has been suspended, and the franchise of 15 units operated by Precious Grace Bus Co. on the EDSA Busway has been put on hold.

This incident highlights the urgent need for stricter monitoring and accountability in the public transportation sector. Authorities have reiterated that any form of abuse or mistreatment of passengers—especially those with disabilities—will not be tolerated and will be met with the full force of the law.
