DPWH Admits Misstep; Submits New Data On Project Costs

The Department of Public Works and Highways (DPWH) has issued a public apology after admitting that the initial data it submitted to the Senate Committee on Finance was not enough to fully explain how updated construction material prices should be applied to thousands of government projects.
In a statement released Monday, the DPWH acknowledged that the information earlier provided regarding the updated Construction Materials Price Data (CMPD) was limited and fell short of what lawmakers needed to accurately assess the impact on nearly 10,000 affected projects nationwide.
The agency explained that it initially submitted only the Regional Adjustment Factors, which it later recognized were insufficient to determine project-level cost adjustments. This, according to the DPWH, may have led to confusion during budget deliberations.
To address the issue, the department has now submitted additional and more detailed data to the Senate. The new information breaks down adjustments by project category and factors in real-world variables such as hauling distances, local market behavior, site conditions, and logistics costs. Officials said this approach provides a more realistic basis for funding decisions and reflects actual conditions on the ground.
DPWH Secretary Vivencio “Vince” Dizon assured lawmakers that the updated CMPD will still be applied strictly on a project-by-project basis under the proposed 2026 budget, following existing engineering and procurement rules. He stressed that the revised data should not be used as a blanket basis for budget cuts, as each project has unique requirements and cost drivers.
The department also emphasized its commitment to transparency, saying all adjustments will be guided by technical integrity and operational feasibility. If any priority project becomes unworkable due to funding gaps, the DPWH said it will seek appropriate budget augmentation, including possible savings from within the department or assistance from the Office of the President.
DPWH said it remains open to providing further clarification and technical details as needed, expressing hope that the additional data will help lawmakers make more informed decisions during the budget review process.
