The Land Transportation Office (LTO) has taken swift action against a motorist seen in a viral video assaulting a father who was pushing a cart with his young daughter beside him.

LTO Chief Assistant Secretary Markus V. Lacanilao strongly condemned the incident, which allegedly began after the cart accidentally hit a white Toyota Hilux. In the widely shared video on social media, the driver is seen striking the man on the head—right in front of his crying daughter, who was visibly terrified by the confrontation.

Following public outrage, Asec. Lacanilao immediately ordered the LTO’s Intelligence and Investigation Division (IID) to step in. A Show Cause Order (SCO) has been issued against the driver, along with a 90-day preventive suspension of his driver’s license while a full investigation is underway.

Under the SCO, the driver must explain why his license should not be suspended or revoked for being an “improper person to operate a motor vehicle.” Both the driver and the registered owner of the Toyota Hilux have also been directed to submit a notarized written explanation to the LTO.

Asec. Lacanilao warned that the driver could permanently lose his license if the allegations are proven true. He also stressed that failure to attend the scheduled LTO hearing would be considered a waiver of their right to be heard.

“We will not tolerate this kind of behavior on our roads,” Lacanilao said. “If the allegations shown in the video are true, the driver must be held accountable. We assure the public that justice will be served in this case.”

The LTO reiterated its commitment to road safety, discipline, and accountability, reminding motorists that driving is a privilege—and one that comes with responsibility.
