Driving Change: How PWD Groups Are Powering Inclusive Mobility Under Marcos Administration

Under the administration of President Ferdinand R. Marcos Jr., an inspiring example of inclusive development is unfolding—organized groups of persons with disabilities (PWDs) are now running their own electric shuttle services, earning a stable monthly income while contributing to a more accessible and inclusive transportation system.

Social Welfare and Development (DSWD) Secretary Rex Gatchalian shared the success of the initiative during a press briefing at Malacañang, highlighting that PWD-led cooperatives are now earning approximately ₱30,000 monthly through the program.

“These groups were granted close to ₱2 million each, which they used to invest in e-shuttles,” Gatchalian explained. “They’re now generating income and distributing dividends to their members. Not only do they get a livelihood, but they’re also able to provide safe and accessible transport for their fellow PWDs.”

The initiative falls under the DSWD’s Sustainable Livelihood Program (SLP)—a capacity-building project that helps poor and vulnerable communities access the assets they need to achieve sustainable livelihoods.

Currently, 20 Sustainable Livelihood Program Associations (SLPAs) are operating nationwide, each composed of around 100 members with disabilities. That’s roughly 2,000 PWDs already benefiting directly from the program.

This initiative reflects the administration’s broader push for inclusive development—one that empowers marginalized sectors not only through financial support but also through social integration and economic participation.
