Ex-DPWH Engineer Returns P71M Amid Flood Control Probe

Former DPWH Bulacan First District Engineer Henry Alcantara returned over ₱71 million to the Department of Justice (DOJ) on Friday, December 19, as part of his restitution linked to the ongoing investigation of allegedly anomalous flood control projects in Bulacan.

With this latest payment, Alcantara’s total restitution now amounts to around ₱181 million, following a previous turnover of ₱110 million. The DOJ said the funds are being verified before they are officially turned over to the Bureau of the Treasury.

Officials emphasized that this restitution does not necessarily end Alcantara’s obligations, as further liabilities may arise during the continuing probe. Alcantara had previously been dismissed from government service due to findings of grave misconduct related to the flood control projects.

Other former DPWH officials are also cooperating with the DOJ under the Witness Protection Program as the investigation proceeds. The flood control scandal has drawn attention after audits flagged incomplete, substandard, or “ghost” projects. Alcantara’s restitution represents a significant step in the government’s efforts to recover public funds and hold officials accountable.
