LPG Law Author Applauds Collaboration Between PNP And DOE

LPGMA Partylist founder and Regasco President Arnel Ty is pleased that the Department of Energy Philippines (DOE) and the Philippine National Police (PNP) have officially joined forces to enforce Republic Act 11592 or the Liquefied Petroleum Gas Industry Regulation Act (LIRA) more rigorously.

Ty expects that this collaboration will significantly aid in increasing and strengthening surveillance, intelligence operations, inspections, and other activities aimed at eradicating illegal activities in the LPG industry and ensuring the safety of LPG consumers.

The DOE and PNP signed a Memorandum of Agreement (MOA) at Camp Crame in Quezon City today, March 25. Energy Secretary Raphael P.M. Lotilla and PNP Acting Deputy Chief for Administration Lt. Gen. Emmanuel Peralta, representing PNP Chief PGen. Benjamin C. Acorda Jr., signed the agreement. Energy Undersecretary Giovanni Carlo Bacordo and Criminal Investigation and Detection Group (CIDG) Director PMGen. Romeo M Caramat Jr. witnessed the signing.

This MOA is in accordance with RA 11592, which authorizes the DOE to seek assistance from various government agencies, including the PNP and other law enforcement agencies, to effectively enforce regulations in the LPG industry and ensure the safety and quality of LPG products in the market.

The MOA stipulates that the DOE and PNP will cooperate and consult to establish and implement Oplan LIRA. It also mandates the PNP, through the CIDG, to assist the DOE in conducting inspections of LPG facilities, including retail and refilling stores, and vehicles used for LPG transportation.

The PNP is also tasked with investigating violations or criminal offenses under LIRA. They are instructed to conduct surveillance, entrapment, apply for search warrants, and take other legal actions against law violators.

According to the DOE, by the end of 2023, approximately 15,000 establishments nationwide were issued a License to Operate (LTO). The agency continues to accept and process applications for permits from LPG participants to prevent the proliferation of illegal businesses and to avoid irregular, deceptive, and any illegal activities in the LPG industry.
