Marcos Orders Congress To Fast-Track Four Key Reform Bills

President Ferdinand Marcos Jr. has instructed Congress to prioritize four major reform measures aimed at increasing government transparency, strengthening political accountability, and reshaping the country’s electoral system.
During a meeting of the Legislative Executive Development Advisory Council (LEDAC) on Monday morning, Marcos directed lawmakers in both the House of Representatives and the Senate “to take a closer look at the four bills, and prioritize their passage as soon as possible.”
The measures are:
• Anti-Dynasty Bill – seeking to limit the concentration of political power within families.
• Independent People’s Commission Act – intended to create an independent body to address pressing national concerns.
• Party-list System Reform Act – aimed at tightening qualifications and restoring the original intent of the party-list system.
• Citizens Access Disclosure of Expenditures for National Accountability (CADENA) Act – a transparency measure requiring full disclosure of government spending.
The President’s directive signals an effort to push long-standing political reforms that have stalled in previous administrations, raising expectations for a more accountable and inclusive governance framework.
