Marcos Tags Yap Brothers In P16-B Flood Control Transactions

President Ferdinand Marcos Jr. dropped a political bombshell after revealing that more than P16 billion in transactions linked to alleged anomalous flood control projects have been traced to a construction firm connected to Benguet Rep. Eric Yap and his brother, ACT-CIS Rep. Edvic Yap.
In a video message Tuesday, the President confirmed that the Court of Appeals has frozen the assets, bank accounts, and even aircraft of Silverwolves Construction Corporation — the company tied to questionable projects that left several flood control works in La Union unfinished.
According to Marcos, the funds that flowed into Silverwolves from 2022 to 2025 were overwhelmingly sourced from DPWH flood control projects, raising serious red flags.
“Naglabas na ang Court of Appeals ng freeze order laban sa mga bank accounts, ari-arian, at sasakyang panghimpapawid na may kaugnayan sa mga maanomalyang flood control projects,” Marcos said, emphasizing that over P16 billion passed through Silverwolves in just a few years.
The Office of the Ombudsman earlier claimed that Rep. Eric Yap was the beneficial owner of the company, despite his insistence that he had divested.
But the freeze order didn’t stop there.
Marcos revealed that the personal accounts and assets of both Eric and Edvic Yap were also hit. This includes their ties to aviation firm Sky Yard Aviation Corporation, which reportedly owns eight aircraft — airplanes and helicopters now under scrutiny.
The investigation also involves suspicious money transfers supposedly received by Rep. Edvic Yap from controversial contractor couple Pacifico “Curlee” Discaya and Cezarah Rowena “Sarah” Discaya.
In total, the freeze order covers:
• 280 bank accounts
• 22 insurance policies
• 3 securities accounts
• 8 aircraft
Marcos stressed that the government pushed for these orders to prevent the assets from being moved, sold, or hidden while the probe continues.
“Kailangan natin ang freeze orders na ito para hindi maibenta ang mga ari-arian at para maibalik natin sa ating mga kababayan ang bawat pisong pinaghihinalaang ninakaw,” he said.
He added that this fight is for Filipinos who endure constant flooding and repeatedly lose homes and livelihoods.
“Hindi na maaaring nakawin ang pondong para sa inyo at basta na lamang tumakas sa hustisya,” Marcos emphasized.
As the investigation deepens, the Yap brothers and their alleged links to the massive flood control controversy face mounting scrutiny — with billions of pesos and public trust on the line.
