MMDA Applauds Arrest Of Cable Thieves; Vows Stronger Measures To Protect NCAP Infrastructure

The Metropolitan Manila Development Authority (MMDA) has expressed its strong support for the recent arrest of three individuals caught stealing fiber optic cables used for the No Contact Apprehension Policy (NCAP) system along the EDSA-Guadalupe footbridge in Makati City.
Under the leadership of Chairman Atty. Don Artes, the MMDA praised the swift and decisive response of the Makati City Police Station, whose timely intervention led to the apprehension of the suspects.
The theft, which occurred on June 20, was only discovered four days later when MMDA personnel noticed unusual humming sounds and disconnections from the CCTV cameras mounted in the area. These cameras are vital to the agency’s NCAP enforcement, which relies heavily on real-time surveillance and monitoring.
Authorities estimate the stolen cables to be worth around ₱104,000.00, and investigations revealed that the items had already been sold to various junkshops. More notably, the suspects reportedly returned to the same location in an attempt to steal more, unaware that police officers were already patrolling the area. They were caught in possession of cut electrical wires and tools typically used for cable stripping and cutting.
Following their arrest, the suspects underwent inquest proceedings and are currently detained at the Makati City Police Station.
In response to the incident, the MMDA has pledged closer coordination with the Philippine National Police – National Capital Region Police Office (PNP-NCRPO) to prevent similar incidents in the future. The agency also issued a strong reminder to the public: tampering with or stealing public infrastructure is a criminal act and will be met with the full force of the law.
The MMDA reaffirmed its commitment to maintaining the integrity of its traffic monitoring systems and ensuring that public infrastructure remains protected and functional for the safety and convenience of all road users.
