MMDA Cheers Supreme Court Go-Signal To Bring Back No Contact Apprehension Policy

In a move that’s bound to shake up traffic enforcement across the metro, the Metropolitan Manila Development Authority (MMDA) is all smiles after the Supreme Court officially lifted the temporary restraining order (TRO) on the No Contact Apprehension Policy (NCAP).

Remember when NCAP got paused back in August 2022? Well, it’s making a comeback — and just in time. According to the MMDA, they recently filed a Motion for Reconsideration through the Office of the Solicitor General to push for the TRO’s removal. Why? They said it’s about time they had better tools to tackle Metro Manila’s ever-growing traffic woes and ensure the safety of all road users.

And here’s the kicker — the timing couldn’t be more critical. With the major EDSA rehabilitation project kicking off on June 13, the agency is bracing for some serious traffic buildup. Bringing back NCAP, they say, will help smoothen the chaos — or at least manage it better.

For those who need a refresher, NCAP relies on CCTV and other tech to catch traffic violators in the act — no need for physical apprehension. It’s like having a digital enforcer on every corner. The idea is to encourage drivers to follow the rules, knowing they’re being watched — and possibly fined — without the usual face-to-face confrontation.

MMDA also reassured everyone that the new NCAP guidelines and the single ticketing system have been tweaked to address past concerns. So yes, they heard the complaints — and made adjustments.

The message is clear: road discipline is a must, especially as the metro prepares for even more roadwork disruptions. With NCAP back in play, the MMDA hopes we’ll all think twice before beating the red light or swerving without warning.
