MTRCB Eases Review Fees To Support Restoration Of Filipino Film Classics

The Movie and Television Review and Classification Board (MTRCB) has introduced a special review rate for restored Filipino films, underscoring its commitment to preserving and promoting the country’s cinematic heritage.
Under Memorandum Circular No. 06-2025, the agency announced that restored films will now be reviewed at a significantly reduced fee of ₱3,500, down from the previous discounted rate of ₱8,862.75. Trailers and related promotional materials will continue to be assessed at the prevailing rates at the time of review. This new policy updates and amends Memorandum Circular No. 03-2016, reflecting the board’s ongoing efforts to champion Filipino cultural identity and artistic legacy through cinema.
“Through this resolution, we aim to strengthen our support for film restoration and preservation efforts, making it more accessible for producers and advocates to reintroduce culturally significant works to today’s audiences,” said MTRCB Chairperson and CEO Lala Sotto-Antonio in a statement.
To avail of the special rate, applicants must formally request the review and demonstrate the film’s cultural, historical, or artistic significance. Eligible films should have been publicly exhibited at least ten years prior to the application, with supporting documentation. Proof of restoration, such as a sworn affidavit or certification detailing the process and techniques used, must also be submitted. Additionally, proper attribution to the original creators and the restoration team is required, along with the contact information of the applicant and rights holder.
Sotto-Antonio expressed hope that the initiative would inspire more stakeholders in the Philippine film industry to invest in restoring classic films. She emphasized that these works are not only valuable for their historical significance but also serve to promote responsible viewing and showcase the depth of Filipino filmmaking.
