A new chapter begins at the Metropolitan Manila Development Authority (MMDA) as former PNP chief PGen Nicolas Torre III formally assumed office as its new general manager following his oath-taking on Friday, December 26, 2025.
Executive Secretary Ralph G. Recto administered the oath of office to Torre, marking his official entry into the leadership of the agency tasked with managing traffic, flood control, and urban services across Metro Manila. Torre replaces Procopio Lipana, who previously served as MMDA general manager.
The appointment places a seasoned law enforcement official at the helm of the MMDA. Torre previously served as chief of the Philippine National Police, bringing with him extensive experience in public safety, operations management, and inter-agency coordination—skills seen as crucial in addressing Metro Manila’s long-standing traffic and disaster preparedness challenges.
With his assumption of office, Torre is expected to steer the agency toward stronger enforcement, improved coordination with local government units, and more responsive metropolitan governance. His leadership comes at a time when Metro Manila continues to grapple with congestion, infrastructure demands, and climate-related risks.
Torre’s appointment underscores the administration’s push to strengthen institutional leadership at key government agencies, as the MMDA plays a central role in shaping day-to-day life for millions of residents in the capital region.
