One ID, One Nation: 200K PWDs To Join Pilot Test Of Unified Card System - NCDA

Big news for persons with disabilities (PWDs) across the Philippines! The National Council on Disability Affairs (NCDA) has announced that it will pilot test a unified identification (ID) system starting this July, involving 200,000 PWDs from 35 local government units (LGUs) nationwide.
“Ini-expect po namin na by the third quarter o pagpasok po ng July, makakapagsimula na po kami ng aming pilot testing po ng ating unified ID system [for persons with disabilities],” NCDA Executive Director Glenda Relova said in an interview with DZBB’s Arnold Clavio and Connie Sison.
This initiative, spearheaded by DSWD Secretary Rex Gatchalian, supports President Ferdinand Marcos Jr.’s push for more inclusive programs and policies for the PWD community.
According to Relova, the pilot areas were selected based on two factors:
1. Areas where fake PWD IDs are known to proliferate
2. Municipalities that voluntarily expressed interest in joining the pilot
Among the identified pilot locations are Pasay and Muntinlupa (NCR), Dagupan, Cainta, Antipolo, Carmona, Kalibo, Koronadal, and Parang in Maguindanao, among others.
The new RFID-enabled PVC cards will carry high-security features and work offline, while the digital version can be accessed via mobile app or web portal, complete with QR code functionality for faster verification.
Application, verification, and approval will still go through the LGUs via their respective Persons with Disability Affairs Offices (PDAO), but DSWD will handle centralized design and printing.
This marks a big step forward in streamlining services and curbing abuse of PWD privileges—bringing the country closer to a more inclusive and efficient system for all.
