Pasig Shuts Down 9 Discaya-Owned Firms Over P1.1-B Tax Woes, Permit Violations

The Pasig City government has ordered the closure of nine companies owned by Curlee and Sarah Discaya—including St. Gerrard Construction—after city officials flagged massive tax deficiencies and multiple permit violations.
City Administrator Atty. Jeronimo Manzanero said the business permits of the Discaya-owned firms were revoked after the city’s compliance review found several serious violations. These include the failure to settle ₱1.1 billion in taxes, operating without an occupancy permit, and continuing business activities despite the cancellation of their PCAB (Philippine Contractors Accreditation Board) license.
Following the issuance of the closure order, city personnel have begun implementing the shutdown across the concerned establishments. Officials emphasized that the move is part of Pasig’s push to enforce regulations, ensure public safety, and uphold accountability among businesses operating within the city.
The local government also reminded businesses to keep their permits and documentary requirements updated to avoid similar sanctions.
