PCO Calls For Unqualified Courtesy Resignations To Give New Leadership A Free Hand

In a move aimed at streamlining leadership and ensuring a smooth transition, the Presidential Communications Office (PCO) has issued a directive to all its senior officials to submit their unqualified courtesy resignations no later than Friday, July 18, 2025.

The memorandum, signed by the head of the PCO, was addressed to all incumbent Undersecretaries, Assistant Secretaries, Directors of the PCO Central Office, and Heads and other Presidential Appointees of Attached Agencies. The stated goal is to give the new leadership the flexibility and discretion needed to carry out its mandate effectively.

“In the exigency of service and in order to give the Undersigned a free hand to perform his duties and responsibilities,” the memo reads, “all incumbent Undersecretaries, Assistant Secretaries, Directors of the Presidential Communications Office (PCO) Central Office and Heads and other Presidential Appointees of the Attached Agencies are hereby directed to tender their UNQUALIFIED COURTESY RESIGNATIONS not later than Friday, 18 July 2025, subject to pertinent civil service laws, rules and regulations.”

Importantly, the directive clarifies that until further notice, all officials concerned are expected to continue performing their duties and reporting for work as usual, unless otherwise directed by the PCO leadership. This measure ensures continuity of operations while the new administration evaluates and reorganizes its team as needed.

The memorandum closes with a reminder that compliance with the directive is both immediate and mandatory, underscoring the importance the PCO places on orderly and respectful turnover during times of administrative change.

This move reflects a common practice in government, where newly installed leaders are given the opportunity to reorganize their teams in line with their priorities, while also respecting existing civil service laws and protections.
