The Philippine Charity Sweepstakes Office (PCSO) has issued a statement in response to observations made by Senator Raffy Tulfo concerning an individual purportedly winning the lottery games 20 times. Senator Tulfo's claims were addressed by the PCSO, clarifying misconceptions and shedding light on the nature of lottery winnings.

In a detailed explanation, the PCSO emphasized that the list referenced by Senator Tulfo primarily included instances of individuals claiming lower-tier prizes in Digit Games, not the Jackpot Lottery Games. This crucial distinction underscores the need for accurate interpretation of the data provided.

Furthermore, the PCSO pointed out that while one individual may have made multiple claims, it does not necessarily equate to winning 20 separate Digit Games. The agency highlighted the practice of "paki-claim," where winners authorize trusted individuals to claim prizes on their behalf, especially for smaller winnings.

The PCSO also outlined logistical reasons for employing the "paki-claim" scheme, such as distance from branch offices and lack of valid identification cards. Moreover, it reiterated that winners of jackpot-bearing games are required to personally claim their prizes at the PCSO Main Office, ensuring transparency and authenticity.
