Philippine Maritime Council Recommends Red Sea And Gulf Of Aden As 'War-like Zones'

In a recent meeting presided over by the Department of Migrant Workers (DMW), the Maritime Industry Tripartite Council (MITC) of the Philippines recommended to the International Bargaining Forum (IBF) the classification of the southern portion of the Red Sea and the entire Gulf of Aden as “war-like zones” (WLZs). This recommendation follows continued missile and drone attacks by Houthi rebels in their conflict with Israel.

DMW Officer-in-Charge Hans Leo J. Cacdac emphasized the importance of prioritizing the safety of seafarers, stating that they should not be exposed to conditions similar to a war situation. The DMW plans to implement mechanisms allowing Filipino seafarers to refuse sailing to these zones.

The DMW will require shipping companies and licensed manning agencies (LMAs) to register ships passing through these areas via the DMW electronic Overseas Welfare Monitoring System (OWMS). Failure to report will result in sanctions.

Cacdac announced the establishment of electronic portals and hotlines for seafarers to report their refusal to sail. The communication also emphasized the need for enhanced security measures, including maritime security escorts and onboard security personnel.

The MITC, comprising Philippine government agencies, seafarers’ groups, licensed manning agencies, and shipowners, serves as a consultative body on seafarers’ welfare and protection.
