PNP Reaffirms Commitment: All Actions Within The Bounds Of The Law Amid Drug War Intensification

Under the leadership of President Ferdinand R. Marcos Jr., the Philippine National Police (PNP) has once again firmly reiterated its pledge to enforce the law with utmost respect for human rights and proper legal procedures—even as the nation’s campaign against illegal drugs intensifies.

This renewed assurance comes in response to recent concerns raised by the Commission on Human Rights (CHR) regarding the PNP’s intensified anti-drug operations. The PNP emphasizes that every action taken strictly adheres to constitutional mandates, the Revised Rules of Criminal Procedure, and internal operational protocols.

PNP Chief Police General Nicolas D. Torre III has called on police officers to be more proactive in apprehending individuals involved in illegal drugs. Yet, he clarifies, this is not a contest to rack up arrest numbers. Instead, it is a call for more diligent, swift, efficient, and just enforcement of the law.

“We do not encourage unlawful methods, nor do we measure success by the number of arrests,” said PGen Torre. “What we promote are genuine and lawful actions. Everything we do is covered by the law. If you believe in your case, bring it before the prosecutor, raise your hand before the judge, and present your evidence. That is the only way to prove you are a competent police officer—arrest criminals, follow due process, and let the courts decide.”

The PNP chief also stressed that arrests must strictly follow protocols requiring valid warrants or lawful grounds for warrantless arrest. Officers are continuously trained and reminded to perform their duties with high professionalism, respect for human rights, and adherence to standards—this includes employing non-lethal tactics and humane treatment of persons deprived of liberty.

To the CHR and the public, the PNP assures that their mandate to enforce the law and maintain community safety remains fully aligned with constitutional safeguards and international human rights standards. Each arrest is carefully grounded, conducted with prudence, and brought to court for proper legal proceedings.

“We welcome the reminder from the CHR, and we assure them—and the Filipino people—that due process remains central to our campaign against illegal drugs. We stand firm in our commitment that no rights will be trampled as we fulfill our sworn duty,” PGen Torre added.
