14,000 Patients Already Benefit From Marcos' 'Bayad Na Bill Mo' Program

Less than a month since its launch, President Ferdinand R. Marcos Jr.’s “Bayad na Bill Mo” program has already helped at least 14,000 patients in Department of Health (DOH) hospitals—lifting the burden of unpaid medical bills for those most in need.

The program, which enforces a zero balance billing policy in the basic or ward accommodations of 87 DOH hospitals nationwide, was unveiled by the President during his fourth State of the Nation Address (SONA) on July 28, 2025.

According to the DOH, the bulk of the beneficiaries so far are from the Eastern Visayas Medical Center (EVMC) in Tacloban City, with over 12,000 patients having their hospital bills fully covered by the government. Another 2,400 patients benefited at the East Avenue Medical Center (EAMC) in Quezon City.

President Marcos personally visited both hospitals this week—EVMC on Monday and EAMC on Tuesday—to oversee the rollout of the program and speak with patients and medical staff.

“So, I’m happy to be able to report that the zero billing program is proceeding well,” the President said during his remarks at EAMC, emphasizing that the initiative is designed to make healthcare more accessible for Filipinos.

He also appealed to the public to help spread awareness of the program, noting that some patients remain unaware they can seek treatment without fear of piling hospital bills.

“Kaya ikalat ninyo ito, word of mouth, kasi ‘yung mga ibang pasyente sinasabi, ‘Ah, wala kayong binabayad. Ah, mayroon palang ganyan.’ So, ikalat natin, ipaalam natin sa lahat ng tao para hindi na sila nagdadalawang-isip na magpatingin, magpagamot, at magpagaling,” the President urged.

The program is being funded through a combination of resources, including the Medical Assistance to Indigent and Financially Incapacitated Patients (MAIFIP), the Philippine Charity Sweepstakes Office (PCSO), and the Philippine Amusement and Gaming Corporation (Pagcor), alongside allocations to DOH hospitals. This support complements the coverage already provided by PhilHealth.

With tens of thousands already assisted in just a few weeks, the government hopes the “Bayad na Bill Mo” program will encourage more Filipinos to seek timely medical care—without the fear of being left with debts they cannot afford to pay.
