8 Lawmakers Tagged As 'Congtractors' Recommended For Charges
The Independent Commission for Infrastructure (ICI) has formally recommended the filing of criminal and administrative charges against eight lawmakers accused of having links to—or financial interests in—construction companies that won government-funded projects.
The group of lawmakers, informally dubbed “congtractors,” were flagged for alleged conflicts of interest involving hundreds of public works and flood-control projects.

• Rep. Edwin Gardiola
• Rep. James Ang Jr.
• Rep. Jernie Jett Nisay
• Rep. Augustina Pancho
• Rep. Joseph Lara
• Rep. Francisco Matugas
• Rep. Noel Rivera
According to the ICI, the lawmakers were linked to construction firms that secured numerous DPWH-funded projects from 2016 to 2024, raising possible violations of the Code of Conduct for Public Officials, the Anti-Graft and Corrupt Practices Act, and the constitutional ban on legislators having a direct or indirect financial stake in government contracts.
The ICI stressed that its recommendation does not imply guilt, but forms part of a due-process review. It is now up to the Office of the Ombudsman to evaluate the evidence and determine whether formal charges should be filed.
This move intensifies ongoing efforts to investigate alleged irregularities in infrastructure spending, placing new pressure on the lawmakers involved as the probe widens.
