AFP Identifies 252 'Ghost Projects' In Nationwide Infrastructure Review

The Armed Forces of the Philippines (AFP), in coordination with the Philippine National Police (PNP), has uncovered 252 “ghost projects” during ongoing inspections of government flood-control and infrastructure initiatives nationwide.

AFP spokesperson Colonel Francel Margareth Padilla said the figure comes from an initial batch of 10,000 projects inspected, part of a broader verification effort covering up to 30,000 projects across the country. The projects in question date from 2016 to the present.

“These inspections are ongoing, and personnel have been deployed nationwide to validate project sites and document anomalies,” Padilla explained.

The term “ghost projects” refers to initiatives that were reported as completed or existing but were found to be non-existent or improperly executed upon inspection. The AFP assured that a comprehensive report will be submitted to the Independent Commission for Infrastructure (ICI) to support further investigations and hold responsible parties accountable.

This discovery highlights persistent challenges in project implementation and oversight, and authorities say follow-up actions, including administrative and criminal proceedings, may be pursued depending on the investigation’s outcomes.
