AFP Responds To Chavit Singson: Civilian Authority Remains Supreme

The Armed Forces of the Philippines (AFP) issued a statement on January 6, 2026, reaffirming its strict adherence to the 1987 Constitution, emphasizing that civilian authority is always supreme over the military.

The AFP stressed that it operates within a defined Chain of Command, carrying out its duties under civilian oversight to protect both the people and the State. Its role is limited to safeguarding national sovereignty and the integrity of the country’s territory, while remaining disciplined, professional, and united.

While the AFP supports calls for good governance and anti-corruption, it clarified that issues concerning civilian governance, public finance, or economic policy fall under the jurisdiction of civilian courts and oversight bodies, not the military. These matters are to be addressed through established legal channels.

The statement also highlighted the military’s zero-tolerance policy for misconduct within its ranks. Valid complaints against AFP personnel are handled promptly through internal mechanisms and appropriate courts, with no protection given to offenders.

The AFP further cautioned against calls for military involvement in partisan politics or any actions outside the Chain of Command, warning that such moves could undermine institutional integrity. The armed forces remain focused on their constitutional mission, leaving political accountability to civilian institutions.

In the context of ongoing territorial challenges in the West Philippine Sea, the AFP urged the public to remain discerning and vigilant against narratives that claim to be patriotic but could serve the interests of foreign entities encroaching on Philippine territory.

This statement comes in response to an open letter by former Ilocos Sur Governor Chavit Singson addressed to the AFP Chief of Staff, reiterating the military’s commitment to its constitutional mandate while avoiding involvement in political disputes.
