BARMM Parliamentary Polls Halted As Supreme Court Declares Key Laws Unconstitutional

The highly anticipated parliamentary elections for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will not proceed on October 13, following a major ruling from the Supreme Court.
The High Court has declared the Bangsamoro Autonomy Act (BAA) 77 and BAA 58 unconstitutional. These laws were central to establishing the parliamentary districts for the upcoming polls, with BAA 77 specifically redistributing seats after the province of Sulu was excluded from the BARMM region by a previous Supreme Court decision.
With both the original districting law (BAA 58) and its replacement (BAA 77) now deemed invalid, the Commission on Elections (COMELEC) no longer has a legal framework to conduct the election of district representatives as scheduled.
This means a postponement of the first regular BARMM parliamentary elections, creating significant uncertainty for the region's transition government. The decision is expected to lead to immediate discussions among the COMELEC, the Bangsamoro Transition Authority (BTA), and the national government to resolve the legal vacuum and set a new, feasible date for the elections.
