BI Cracks Down On Corruption After South Korean Fugitive's Escape

The Bureau of Immigration (BI) isn’t just cleaning house—it’s tearing down the whole corrupt system. Following the dramatic re-arrest of South Korean fugitive Na Ikhyeon, BI Commissioner Joel Viado is going full force, expanding the investigation and preparing to suspend more personnel suspected of colluding in the escape.

"Hindi Ito Simpleng Pagkakamali—May Sabwatan Dito"

“This incident exposed deep-rooted problems within the system. Hindi ito simpleng pagkakamali—may sabwatan dito,” Viado declared, making it clear that this isn’t just about one fugitive slipping through the cracks. It’s about dismantling a network that allowed it to happen.

Several BI personnel are already facing preventive suspension, with more expected to follow. This comes after two contractual workers were fired and a permanent BI employee was dismissed and charged by the Department of Justice (DOJ). But Viado says this is just the beginning.

No One Will Be Spared

“No one will be spared. Lahat ng may kasalanan, mananagot,” Viado said, sending a strong message to anyone involved. Investigators are now combing through records of other detained foreign nationals to uncover potential patterns of corruption.

“This is not just about one escape—it’s about dismantling an entire system of corruption that has allowed foreign criminals to operate freely,” Viado emphasized. “Kailangang alugin ang mga sistemang nakaugalian at itama ang mga mali.”

To prevent another high-profile escape, BI is implementing major reforms, including:

• Stronger surveillance and tracking of high-profile detainees
• Transferring detainees to a more secure holding facility
• Mandatory background checks on BI officers handling foreign fugitives
• Regular personnel rotations to prevent long-term ties with detainees
• Strengthened collaboration with foreign intelligence agencies

"The Days of Inside Jobs Are Over"

Law enforcement agencies—including the NBI, PNP, and Interpol—are now working closely with BI to ensure fugitives are arrested and deported swiftly. One key measure? BI detainees with pending local cases will now attend court hearings via videoconference to minimize security risks.

“The days of under-the-table deals and inside jobs are over,” Viado said. “We will ensure that those responsible are removed from their positions, prosecuted, and sentenced to jail.”

His message to BI personnel was crystal clear: “Kung patuloy kayo na magpapabaya sa inyong tungkulin o makikipag-sabwatan sa mga masamang gawain, hindi lang kayo maaalis, kundi haharapin ninyo ang pinakamabigat na parusa sa ilalim ng batas.”

Expect Resistance—But No Backing Down

Viado acknowledged that the crackdown is ruffling feathers. “We expect those involved in these corrupt activities to push back, create stories, and try to discredit us—but we remain committed to doing what is right.”

And his resolve is unwavering. “Hindi ako magdadalawang-isip na alisin ang mga kasangkot at papanagutin sila sa kanilang mga kasalanan.”

BI’s message is loud and clear: No more backdoor deals. No more cover-ups. And for corrupt insiders? The game is over.
