Cebu Governor Demands Justice After Typhoon Tino Floods

Cebu is reeling from what Governor Pamela Baricuatro calls the province’s “deadliest flooding in years”, and she is demanding accountability from officials and contractors behind failed flood control projects.

Speaking to the media on November 6, two days after Typhoon Tino ravaged Cebu, Gov. Baricuatro expressed frustration over the destruction that submerged communities from Minglanilla in the south to Danao City in the north, claiming over a hundred lives and damaging billions in property and infrastructure.

We will discuss with President Marcos regarding sa P26 billion (flood control) funds. It’s not enough nga resilient ang mga Cebuanos. Justice has to be also looked into. Nganong nahitabo ni karon? Tagaan tag hustisya ang mga Cebuano kon nganong nahitabo ang flash flood diri sa atoang province?” Gov. Baricuatro said.

The governor plans to raise the issue directly with President Ferdinand Marcos Jr., who is expected to visit Cebu soon to survey the damage and provide national government support.

According to the Sumbong sa Pangulo website, 414 flood control projects worth ₱26.7 billion were implemented across Cebu between 2022 and 2025. Yet despite this massive investment, many areas in southern, western, and northern Cebu still suffered catastrophic flooding.

Gov. Baricuatro confirmed that her office has already cooperated with NBI Region 7, submitting documents related to the projects. The NBI will forward their findings to the Independent Commission for Infrastructure (ICI), established by the President to investigate corruption in flood control projects over the past decade.

The governor also criticized previous administrations for failing to implement long-term solutions, including stronger flood control systems and stricter monitoring of quarry operations around the Central Cebu Protected Landscape (CCPL), Cebu’s main watershed.

“Kaning flooding nato, this could have been prevented. How come wala ni nila nahimuan og paagi before? They have been here for years, decades, here in Cebu Province, unya nganong ingon ani ni? What happened to the flood control projects?” she lamented.

As Cebu begins the long road to recovery, Gov. Baricuatro’s call for justice highlights ongoing concerns about accountability, governance, and disaster preparedness in the province.
