Cendana Pushes House Justice Panel To Probe U.S. Request For Quiboloy Extradition

Akbayan Party-List Representative Percival Cendaña has formally asked the House Committee on Justice to launch an inquiry into the reported request of the United States government for the extradition of religious leader Apollo Quiboloy.

In a letter dated August 23, 2025, addressed to Committee Chairperson Atty. Gerville Luistro, Cendaña stressed the need for transparency and due process in handling extradition requests. He noted that public interest is high given the serious allegations Quiboloy faces abroad, including child sex trafficking, money laundering, and other related offenses.

Cendaña emphasized that an inquiry would allow Congress to scrutinize how extradition requests are received, evaluated, and acted upon. He argued that it is crucial for concerned agencies to clarify the status of the U.S. request, explain the legal and procedural steps involved, and identify any gaps or ambiguities in the Philippines’ existing laws and treaties.

“This inquiry will not only help ensure transparency, fairness, and adherence to our international obligations, but also allow Congress to determine whether remedial or supplemental legislation is necessary to strengthen the country’s extradition framework,” Cendaña wrote.

The request comes amid growing pressure on Philippine authorities to act on the U.S. government’s move against Quiboloy, who has long been a controversial figure both in religious and political circles.

If the House Committee on Justice grants the call, the inquiry could open discussions on whether the Philippines needs to tighten or amend its extradition procedures—an issue that may have implications beyond the Quiboloy case.
