Chinese-Filipino Business Leaders Back Customs Chief's Reform Push

The Bureau of Customs (BOC) is gaining influential support for its sweeping reform agenda. The Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII)-one of the country's largest business organizations-has publicly thrown its weight behind Customs Commissioner Ariel F. Nepomuceno's push for greater integrity, accountability, and modernization within the agency.
Since taking office, Commissioner Nepomuceno has enacted tough new governance measures. These include a strict "No Take" Policy, an Anti-Conflict of Interest Policy, and tighter disclosure rules for all Customs personnel.
Crucially, these integrity initiatives are being bolstered by a comprehensive digitalization program. The goal? To streamline complex processes, cut down on red tape, and significantly reduce the opportunities for corruption.
Crackdown on Smuggling Intensifies
The BOC's resolve isn't just a matter of policy-it's showing up in the numbers. Over the last two months, the agency reported ₱2.39 billion in seized smuggled goods. This heightened enforcement effort is meant to protect legitimate businesses and ensure a level playing field for fair trade.
"These accomplishments reflect the agency’s firm resolve to uphold transparency and strengthen public trust in Customs operations," Commissioner Nepomuceno said.
Business Community Welcomes Change
The business community, tired of bureaucratic hurdles and corruption, is applauding the changes. FFCCCII President Victor Lim stated that the federation warmly welcomes the Commissioner's strong stance on good governance.
“In light of the recent issues affecting the Philippine government, it is good that there are leaders such as Commissioner Nepomuceno, who uphold integrity in good governance and create a very competitive and business-friendly environment for business people,” Lim said, signaling the business sector's full support.
The FFCCCII has expressed its readiness to work closely with the BOC to sustain these reforms. They believe that this partnership is key not only to strengthening the fight against smuggling but also to contributing directly to national economic growth.
Commissioner Nepomuceno acknowledged the show of faith, stating that the BOC's reform agenda is about more than just institutional integrity. "It is also about creating an environment where legitimate trade can thrive," he said. "By working hand in hand with our partners in the private sector, we can ensure that the Philippines becomes a more competitive, transparent, and predictable destination for investment.”
