Coalition Presses Palace To Release SALNs, Contractor Records Amid Corruption Row

The Right to Know, Right Now! Coalition (R2KRN) has urged President Ferdinand Marcos Jr. and concerned government agencies to release the Statements of Assets, Liabilities, and Net Worth (SALNs) of key officials, along with corporate and tax records of contractors, following disclosures of alleged large-scale corruption in flood control and other public works projects.

In a statement, the coalition stressed that while the publication of project lists and the launch of a citizen-reporting platform through sumbongsapangulo.ph are important steps toward transparency, these measures do not answer the bigger question of whether officials have improperly benefited from public contracts.

The group said the immediate disclosure of SALNs should begin with officials and personnel of the Department of Public Works and Highways, the Bureau of Internal Revenue, and the Department of Budget and Management, extending from national leaders down to district engineers. It added that the President and his Cabinet should also publish their own SALNs through the same platform to demonstrate leadership by example.

R2KRN also called on the Securities and Exchange Commission and the Department of Trade and Industry to make available all relevant corporate records of contractors involved in flood control projects from 2021 to the present, including incorporation papers, general information sheets, and financial statements. The Bureau of Internal Revenue was urged to disclose the tax clearance certificates of these firms, while the Department of Budget and Management was asked to release their registration status at the time they joined bidding processes.

The coalition further pressed the Department of Public Works and Highways to publish its decisions on the blacklisting of contractors and the suspension or termination of its engineers and senior officials involved in questionable projects since 2020.

According to the group, connecting project data with SALN information would help citizens, oversight bodies, and the media uncover potential conflicts of interest and instances of collusion. Lawmakers, it added, should also disclose their SALNs, especially since their roles in congressional insertions and their relationships with contractors have been linked to controversial projects.

The coalition emphasized that the disclosure of SALNs is not optional but a constitutional and statutory duty under the 1987 Constitution and Republic Act 6713. It recalled that in 2019, the Supreme Court reaffirmed the importance of SALNs in promoting transparency in the civil service, deterring corruption, and exposing questionable accumulation of wealth.

R2KRN warned that the government’s anti-corruption drive risks being reduced to a short-lived campaign unless it is backed by a clear roadmap for audits and investigations, timelines for results, independent oversight, and the full disclosure of officials’ assets and interests.

“Beyond exposing anomalies, citizens have the right to know the financial and business ties that link contractors and public officials,” the group said. “Only then can accountability move from paper promises to real action.”
