Criminal Charges Against Contractors In Bulacan Flood-Control Projects Endorsed To Ombudsman

MANILA, Philippines — The Department of Public Works and Highways (DPWH) and the Commission on Audit (COA) on Monday, September 8, formally recommended the filing of five criminal cases before the Office of the Ombudsman against contractors allegedly involved in anomalous flood-control projects in Bulacan.

The move comes in compliance with President Ferdinand R. Marcos Jr.’s directive to immediately hold accountable those linked to widespread corruption and collusion in infrastructure projects.

DPWH Secretary Vince Dizon and COA Chairperson Gamaliel Cordoba led the joint referral, which named contractors found to have implemented ghost or substandard projects based on a fraud audit. These include St. Timothy Construction (two projects), Wawao Builders (two projects), and SYMS Construction Trading (one project).

“This is only the beginning of our agency’s reforms. We will make sure every person involved is held accountable and put in jail,” Dizon said. He added that the DPWH will also endorse cases against corrupt agency officials to the Ombudsman.

Dizon maintained that most DPWH employees remain “honest and hardworking,” but stressed that reforms can only move forward if wrongdoers are removed.

“The DPWH cannot move on unless we purge the institution of these bad elements. That is my commitment to the President and to our people. We will not stop until we achieve this,” he said.
