DENR Launches Probe Into Monterrazas De Cebu Project Amid Safety And Environmental Concerns

The Department of Environment and Natural Resources (DENR) has stepped in to address growing concerns surrounding the Monterrazas de Cebu development, assuring the public that it will uphold environmental laws and protect nearby communities.
In an official statement on November 7, 2025, the DENR announced that it has formed a Joint Inspection, Investigation, and Assessment Team—a multi-agency group composed of technical experts from DENR Region 7, the Environmental Management Bureau (EMB-7), Mines and Geosciences Bureau (MGB-7), Provincial Environment and Natural Resources Office (PENRO) Cebu, Community Environment and Natural Resources Office (CENRO) Cebu City, along with the Cebu City Government and Barangay Guadalupe.
The team began an on-site probe today to closely review the project’s compliance with its Environmental Compliance Certificate (ECC) and other environmental regulations. The assessment will look into several key areas, including the effectiveness of drainage and slope protection systems, the stability of surrounding slopes, potential landslide or flooding risks, and possible alterations to natural landforms near timberland areas. Inspectors will also check for erosion, siltation, or blockages in nearby waterways.
The DENR has also required the project’s developer to submit its Engineering, Geological, and Geohazard Assessment, a key document that will be verified by the inspection team.
"If the investigation finds any violation of ECC conditions or environmental regulations, the DENR will not hesitate to enforce corrective actions, including suspension, penalties, or other legal remedies as provided by law,” the agency said.
The department emphasized that it remains firm in its mission to balance development with environmental protection and ensure all projects operate in full compliance with the law.
Updates on the results of the joint technical evaluation will be released to the public as soon as they are available.
