DOF Budget Meets The Highest Standard Of Fiscal Discipline

Finance Secretary Ralph G. Recto on Monday assured senators that the Department of Finance’s (DOF) proposed 2026 budget follows the highest standards of fiscal discipline and transparency.

Speaking before the Senate Committee on Finance, Recto emphasized that the DOF has consistently earned the Commission on Audit’s (COA) highest rating — an Unmodified or Unqualified Opinion — for the past four consecutive years.

“That means our auditors have confirmed that the DOF’s financial statements are truthful, accurate, and fully compliant with established reporting standards,” Recto said.

The finance chief also highlighted the agency’s strong budget performance, citing that as of August 2025, the DOF’s obligation rate stood at 82%, while its disbursement rate reached 93% — a clear sign, he said, of efficient and responsible use of public funds.

“We don’t just plan the budget — we make sure every peso is put to work,” Recto added, underscoring the DOF’s commitment to fiscal discipline and good governance.
