The Department of Justice (DOJ) has clarified that former House Speaker Martin Romualdez is not being considered as a state witness in the ongoing investigation of alleged anomalies in flood control projects.

“There is no factual or legal basis for this misinformation,” said DOJ spokesperson Raphael Martinez. He explained that for anyone to become a state witness, they must first apply through the DOJ’s Witness Protection, Security and Benefits Program (WPSB), which then undergoes a thorough evaluation. As of now, Romualdez has not filed such an application.

“All investigations will be conducted swiftly and fairly. No one will be spared if the evidence so warrants,” the DOJ added, urging the public to rely only on verified information from official channels.

Meanwhile, the Independent Commission for Infrastructure (ICI) has scheduled another hearing with Romualdez on October 22, following his previous appearance on October 14. ICI Executive Director Brian Hosaka said Romualdez continues to cooperate with the investigation into the flood control projects.

The DOJ reaffirmed its commitment to upholding the rule of law, “guided by facts, not politics.”
