DOJ Issues Immigration Lookout Bulletin Orders On Romualdez, 32 Others

The Department of Justice (DOJ) has issued Immigration Lookout Bulletin Orders (ILBOs) against 33 individuals—including lawmakers, former senators, government officials, and private individuals—amid an ongoing investigation into alleged corruption in multibillion-peso flood control projects.

The orders were released following a request from the Independent Commission for Infrastructure (ICI), which is coordinating with the DOJ on the investigation. Among those named are:

Former Speaker and Leyte Rep. Martin Romualdez

• Marilou Laurio-Lipana (wife of COA Commissioner Mario Lipana)

The DOJ clarified that the ILBOs are not travel bans but precautionary measures instructing immigration authorities to monitor and report any attempts to leave the country, ensuring that the subjects remain accessible while investigations continue.

The ICI has summoned Romualdez and former Ako Bicol Rep. Zaldy Co to attend its next public hearing. As the probe develops, more names may be added to the watchlist, reflecting the government’s efforts to ensure accountability in one of the country’s most heavily funded infrastructure sectors.
