DOTr Cracks Down On Drunk And Drugged Driving: All PUV Drivers Now Required To Undergo Regular Testing

Heads up, public utility vehicle (PUV) drivers—there’s a major shake-up coming from the Department of Transportation (DOTr), and it’s all about safety.

In a bold move to keep our roads safer, the DOTr has just issued Department Order No. 2025-008, making alcohol and drug testing mandatory for all PUV drivers. Yes, that includes jeepneys, buses, taxis, and even motorcycle taxis.

So, what’s changing? For starters, if you’re applying for a job as a PUV driver, you’ll need to pass a drug test before you hit the road. But it doesn’t stop there. Even after you’re hired, you’ll have to go through regular testing every six months, with the possibility of random checks or extra tests if there’s any suspicion of drug use.

And here’s something drivers might breathe easier about—the cost of these tests won’t come from your pocket. It’s the operator or vehicle owner who’s expected to shoulder the expenses. That includes tests done after major accidents or citations, which must be completed within eight hours.

Drivers will also need to carry proof that they passed the tests whenever they’re behind the wheel. If you don’t have those documents during a routine inspection or if you test positive? Expect license revocation and even vehicle impoundment. And yes, a blood alcohol level above 0.0% is enough to get you sidelined.

Operators who fail to comply could lose their vehicle registration or franchise permits. The Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB) are also on high alert and ready to enforce these new rules, which are expected to take effect ten days after official publication.

The DOTr’s message is loud and clear: “No more second chances for drunk or drugged drivers.” It’s all part of a bigger push to make our roads safer for everyone—passengers, pedestrians, and drivers alike.
