DPWH Chief Dizon Finds Former Bulacan District Engineer Guilty Of Anomalous Projects

Public Works and Highways Secretary Vivencio B. Dizon has found Engineer Henry C. Alcantara, former District Engineer of DPWH Bulacan 1st District Engineering Office, guilty of serious administrative offenses over his involvement in anomalous infrastructure projects in the province.

In a seven-page decision, Secretary Dizon ruled that Alcantara was liable for Disloyalty to the Republic of the Philippines and to the Filipino People, Grave Misconduct, Gross Neglect in the Performance of Duty, and Conduct Prejudicial to the Best Interest of the Service, in accordance with Sections 63 (A)(1)(d), (f), (h), and A(2)(a), Rule 10 of the 2025 Rules on Administrative Cases in the Civil Service.

The decision follows President Ferdinand R. Marcos Jr.’s directive to hold corrupt officials accountable for substandard or ghost projects that fail to benefit the public.

“This is a warning to DPWH officials and employees who are behind ghost and substandard projects. As the President said, we will not allow those who abuse their positions to go unpunished,” Dizon emphasized.

He added that the department will recommend the filing of criminal charges against Alcantara and other involved individuals “to ensure justice and accountability for their blatant misuse of public funds.”

Secretary Dizon also named other officials from the Bulacan 1st District Engineering Office who will soon face administrative and criminal charges: former Assistant District Engineer Brice Ericson Hernandez, Construction Section Chief Engineer Jaypee Mendoza, and Accountant III Juanito Mendoza.
