DPWH Chief Recommends Probe, Possible Charges For Alleged Bid-Rigging

Public Works and Highways Secretary Vince Dizon is taking a firm stand against corruption, formally recommending two cases of alleged bid-rigging and bid manipulation to the Philippine Competition Commission (PCC) for thorough investigation and potential charges under the Philippine Competition Act.

The formal complaint was filed by the Secretary today, October 3, 2025, targeting two distinct sets of irregularities involving contractors and former DPWH personnel.

Case Details

The first case involves contractors Wawao Builders, IM Construction Corporation, SYMS Construction Trading, and St. Timothy Construction Corporation, along with several former officials and employees of the DPWH Bulacan 1st District Engineering Office. The complaint points to irregularities in their bidding process.

The second case is leveled against Sunwest, Inc. and certain officials of the DPWH Regional Office IV-B, who are accused of alleged negligence despite clear irregularities in flood control projects in Oriental Mindoro.

Penalties Looming

If found guilty, the penalties from the PCC could be substantial. The first violation may incur a fine of ₱110 million, with subsequent violations potentially resulting in fines ranging from ₱110 million up to ₱250 million.

This move by the DPWH signals a clear intent to crack down on anti-competitive practices and corruption within government infrastructure projects, emphasizing accountability in the utilization of public funds.
