DPWH Files Graft, Malversation Cases Over 'Ghost' Projects In La Union, Davao Occidental

The Department of Public Works and Highways (DPWH) has filed graft and malversation charges against several of its regional officials in La Union and Davao Occidental, as well as against two construction firms, St. Timothy Construction and Silverwolves Construction, over alleged irregularities in infrastructure projects.

The charges stem from inconsistencies in project implementation, fund disbursement, and completion reports, raising suspicions of “ghost” projects and overpricing schemes.

Reports indicate that the contractors are under scrutiny for possible connections to Benguet Representative Eric Yap. While Yap has denied ownership of Silverwolves Construction, authorities have identified him as a person of interest in the investigation due to potential beneficial ties that could constitute a conflict of interest.

The DPWH said the move is part of its ongoing effort to hold officials and contractors accountable for corruption within the department. The agency also pledged full cooperation with investigations by other government bodies.

Those found guilty could face dismissal from service, forfeiture of benefits, and lifetime disqualification from public office.

This case adds to the growing number of corruption allegations involving local DPWH offices and contractors across the country, a problem the agency has long vowed to address.
