DPWH Halts Travel Abroad For Employees Amid Flood Control Probe

The Department of Public Works and Highways (DPWH) has placed a temporary freeze on the approval of authority to travel abroad for personal reasons, covering all officials and employees of the agency.
In a memorandum dated August 29, the suspension takes effect immediately and will last until the end of November 2025, unless lifted earlier or extended further. The only exemption applies to urgent medical travel.
The move comes as the agency undergoes validation of its projects, amid heightened scrutiny over alleged anomalies in flood control projects. DPWH said the action reflects its commitment to transparency, accountability, and public service integrity.
The directive also cites the Civil Service Commission’s Omnibus Rules on Leave, stressing that vacation leave is subject to service exigencies and that authority for personal travel abroad is discretionary, not automatic. The DPWH likewise emphasized its authority to regulate foreign travel of personnel whenever public interest and operational requirements demand it.
Employees are directed to strictly comply with the order.
