Ex-DPWH Engineer Alleges Reps. Danny Domingo, Tina Pancho, And Former Rep. Boy Cruz Received Kickbacks

A former Department of Public Works and Highways (DPWH) official has dropped a bombshell, claiming several Bulacan lawmakers received a significant cut from flood control projects over the past few years.
During a recent hearing, former DPWH assistant district engineer Brice Hernandez pointed to Bulacan Representatives Danny Domingo and Tina Pancho, as well as former Representative Boy Cruz, as the politicians who allegedly received 15% to 20% kickbacks from projects from 2023 to 2025.
"Sila po, Your Honor," Hernandez said, referring to the lawmakers. "Sila po ang congressman dun sa panahon na yun, Your Honor. Sino ba yung congressman ng First Engineering District? Hindi mo kilala? Yung nga pa binanggit ko po, si Cong. Tina Pancho po, si Cong. Boy Cruz po, saka si Cong Danny Domingo po. Sila po. Silang tatlo lang."
Hernandez, who was part of the Bulacan First District Engineering Office, also testified that all flood control projects his office handled were substandard. When asked about the alleged kickbacks, he stated, "Parang ganun po, nasa 15% po, to 20%."
