Flood Control Controversy Nears Breaking Point Under DOJ Probe

The Department of Justice says it’s inching even closer to uncovering the full truth behind the controversial flood control mess — an issue that has fueled public outrage, especially as communities continue to suffer from recent calamities.
In a short press briefing on December 5, Prosecutor General Richard Anthony Fadullon and DOJ Spokesperson Polo Martinez announced that three out of the five cases involving officials from the DPWH’s 1st District of Bulacan have now been submitted for resolution.
These cases, which name former district engineers Henry Alcantara, Bryce Hernandez, and Jaypee Mendoza, are expected to be resolved by December 15.
The DOJ said the remaining two cases will take a bit longer after new respondents and additional evidence were added to the complaints.
Among those newly linked to the controversy are former Senator Bong Revilla, former lawmaker Zaldy Co, and a certain Jonathan So.
The scandal widened further after the Office of the Ombudsman sent back three cases for preliminary investigation, this time involving contractors allegedly tied to ghost projects — SYMS Construction Trading, Wawao Builders, and Top Notch Construction Philippines.
To push the probe forward, the DOJ has formed special panels to strengthen the case build-up while the National Bureau of Investigation continues its parallel investigation. Meanwhile, BIR-filed tax evasion cases against the same contractors are also now up for resolution.
Justice Secretary Fredderick Vida says the DOJ’s efforts will continue with zero favoritism.
“No one will be spared regardless of position or status. We will be relentless in pursuing justice for the Filipino people,” he said.
On a related front, four separate plunder complaints have already been filed before the Ombudsman against former lawmaker — now fugitive — Elizaldy Co, for his alleged role in the ghost government projects.
