MANILA — A former district engineer is causing a stir, claiming that a former high-ranking official at the Department of Public Works and Highways (DPWH) diverted public funds to projects for political figures.

In a sworn affidavit, former DPWH Bulacan district engineer Henry Alcantara accused former Undersecretary Roberto Bernardo of rerouting funds from his district engineering office to support projects for proponents, a term he used for the politicians behind the projects.

Alcantara's testimony, which emerged during a Senate investigation, names several prominent government officials as beneficiaries of the alleged scheme. The list includes Senators Joel Villanueva and Jinggoy Ejercito Estrada, as well as Congressman Elizaldy S. Co. Also mentioned were former government officials: Bong Revilla, Commissioner Mario G. Lipana, and former Congresswoman Mary Mitzi Cajayon-Uy.

The accusations shed light on the long-standing issue of political influence in infrastructure projects and raise questions about the proper use of taxpayer money. The individuals named have either denied the allegations or have yet to release a public statement.
