From Forbes Park To Palace: Zaldy Co Claims Cash Runs For Marcos, Romualdez

Former Ako Bicol Rep. Elizaldy “Zaldy” Co is far from finished. In the second part of his explosive revelations, he laid out even harsher accusations — this time naming President Bongbong Marcos Jr. and Former House Speaker Martin Romualdez as the supposed main beneficiaries of massive budget insertions.
Co said he repeatedly notified Speaker Romualdez about the President’s instructions regarding budget changes, only to be told that “we can’t do anything.” This, he said, contradicts the President’s claims of not knowing the budget details.
According to Co, every complaint and request from government agencies had to pass through Budget Secretary Amenah Pangandaman — and that the secretary herself allegedly told him that everything was cleared with the President, as long as the fund requested by the President was approved.
The next day, Co said Sec. Pangandaman told him outright that President Marcos wanted ₱100 billion worth of insertions.
“All insertions went to the President and Speaker Romualdez”
Co insisted that none of the money went to him. Instead, he claimed the insertions went straight to President Marcos and Speaker Romualdez.
He even described supposed deliveries of cash — naming locations from North Forbes Park to South Forbes Park all the way to Malacañang. Co said his security team transported these, and that these deliveries were fully documented.
He also mentioned someone named Orly Guteza, whom he said personally delivered funds back when he was still in the Senate. To back up his claims, Co vowed to release the records and videos.
“₱25 billion SOP for the President”
Co said that after Congress approved the 2025 national budget, he asked the DPWH how much was expected as SOP for the Office of the President. The answer he claims he received: 25%.
According to Co, that 25% translates to ₱25 billion supposedly going straight to President Marcos.
Calling out the Ombudsman
Co then challenged Ombudsman Boying Remulla to prove he wasn’t merely issuing political statements. He dared Remulla to investigate Speaker Romualdez — “his fraternity brother and friend” — and to do the same for President Marcos.
Plea to the Senate: Investigate the ₱100B insertions
Co ended by urging senators to open a probe into what he calls the ₱100-billion presidential insertion, saying he has enough evidence and is ready to present everything.
He believes the Senate will act, adding: “Truth doesn't change even if you try to silence me.”
