Hernandez Links Estrada, Villanueva To Alleged Bulacan Infrastructure Anomalies

The House inquiry into questionable flood control and infrastructure projects in Bulacan took a tense turn on Tuesday, September 9, when former Bulacan 1st District Assistant Engineer Brice Ericson Hernandez implicated two sitting senators in alleged irregularities.
“Di biro ’yung taong involved dito eh… may mga involved pong senador,” Hernandez declared during the hearing, visibly uneasy as he hesitated to name names. Pressed by lawmakers, he identified Senators Jinggoy Estrada and Joel Villanueva as among those allegedly tied to the questionable projects in the province.
Hernandez also appealed to the committee not to send him back to Senate custody, expressing fear for his safety given the stature of those he had just implicated.
“Pwede po bang huwag niyo na ako ibalik sa Senate, Your Honor? Kasi may mga involved pong senador dito. At hindi ko po alam ang magiging kapalaran ko kung ibabalik niyo ako doon,” he said.
Lawmakers assured him that the committee would provide protection as long as he continued to cooperate and tell the truth. The session was later suspended after Hernandez requested further assurance of his safety before giving additional details.
The testimonies come amid widening investigations into alleged corruption in infrastructure spending, which has already placed several contractors and officials under scrutiny.
